Since its foundation Ottoman Empire had officers who were responsible for order and security. At the Tanzimat with a negotiation dated on 3 March 1845, they had founded a governance called "police”. Later on, first Zabtiye Müşiriyeti (15 February 1846) than Zabtiye Ministry (4 December 1879) were constituted and all the order and security job were transferred into them. After the announcement of Second Constitutional, Zabtiye Ministry removed and in place of it The General Directorate of Security (4 August 1909) was founded. One of the commander of The Action Army, Colonel Galip Bey (Pasiner) was assigned as first manager. A committe under the presidency of him was sent to Europe. Police Departmant was reorganized in accordance with the rewievs and reports carried out by the comitte. Young Turks, liquidated old police posts substantially and inaugurated the ones who were close to themselves. Moreover, to increase their activity, at 4 June 1911 in İstanbul apart from The General Directorate of Security had been constituted İstanbul Police General Directorate (İstanbul Polis Müdüriyet-i Umumiyyesi). This new directory was charged of İstanbul’s order and like The General Directorate of Security it also tie up to Ministry of the Interior
