In this study, a speaking self efficacy scale is aimed to be developed to determine self efficacy of foreigners learning Turkish regarding their speaking skills. The validity and reliability of the scale was realized with the data collected from 86 foreign students attending Gazi University TÖMER C Level Courses for Turkish in Ankara. In the analysis of data, discriminant validity of each item found in the item pool was examined. Two way ttest results in independent groups show that items have the required discriminant validity (for each item p<,01. The second step of data analysis included exploratory and confirmatory factor analysis, which produced a scale with 19 items under two factor structures. These two factors account for % 68,22 of variance and it is seen that factor loadings change between ,664 and ,894. RMSEA and IFI values are taken as reference in confirmatory factor analysis. The values obtained from the analysis show that the scale has a good compliance and it can be applied to learners that learn Turkish as foreign language.
