The function of “civil society organizations” (CSOs) in public sphere has been a subject often discussed among the social scientists. Among the discussions is the existence of two main titles. The first one, mentioned by Habermas, tells about that the non-governmental public provides the citizens with demanding their rights from the government in the political field. This approach regards that the functioning of public life is in the immunity of privacy fields that a subject has and attributes several duties to CSOs so that the rights of the subject can be protected against the government’s pressure system. And according to the second approach suggested by Althusser, the CSOs fundamentally function as the ideological system of the government in the public sphere. That means that the CSOs always reproduce the dominant ideology carrying it into the everyday life. Likewise, ideologies that are always reproduced in the functioning and practices of the governmental organizations are transferred into the subjects forming the civil society via the CSOs that repeat these practices and functioning. In the frame of this study the characteristics of the two main titles pointed out will be examined and we will try to indicate which approach the CSOs will verify through the activities they show
