In this study, the process related to the governorship institution in the Ottoman Administrative History, which is one of the main actors of the provincial administration, both in the Ottoman Empire and The Republic of Turkey is presented. By this way, besides the transformation in the management of the province, the changes that occured at the board of the administration have been determined. A detailed research on governor assignments in Hudâvendigâr Province since the declaration of the Edict of Tanzimât has been done and statistically results have been gained. The governor assignments of the period have been analysed according to the main sources of information of the Ottoman history such as the documents in the Ottoman Archieves of the Prime Ministery and The Provincial Yearbooks. With the specific search about the governorship institution, it has been revealed that, serious inferences can be carried out with the historical datas gained even in a limited situation like the process of the assignment period
