Özet:

Today, the spread and development of the mass media has become more effective in public opinion, as the pressure groups have been relatively active. But we can not see the effectiveness of the public at the level desired by the local authorities. The aim of this study is to identify the obstacles in front of the effective control of the local authorities by the public and to propose solutions to the emerging problems. In the study, firstly, the problem of public inspection and efficiency, which is one of the forms of auditing of local governments, is aimed at understanding the definition and historical development of the public and understanding the readers in more robust bases. Subsequently, the formation of public opinion in political systems, the factors influencing the formation of public opinion, the conditions ensuring the effectiveness of public scrutiny, and the effectiveness of public scrutiny in local governments are discussed. As a result of the compilation method of the literature scanned and work in with the findings in this study, prevalent in local government in Turkey, an improved public whether the control mechanisms, low public participation in decisions of local governance mechanisms, decisions even if a contribution is seen to be low in activity with the issuance of the final govern. As one of the main solutions of this situation, it has been reached that the political culture, education and political consciousness of the local people should be increased by legal and institutional arrangements.
