Bu çalışmada, Avrupa Birliği (AB)’ne üye ve aday ülkelerin sağlık sistemleri performansı karşılaştırılması amaçlanmıştır. Bu kapsamda çalışmada iki aşamalı analiz yöntemi izlenmiş olup birinci aşamada karşılaştırılan ülkelerin sağlık hizmetleri performansını belirlemek için Veri Zarflama Analizi (VZA) kullanılmıştır. İkinci aşamada ise, ülkelerin sağlık sistemlerini finanse etmede kullandıkları finansman yönteminin elde edilen VZA skorlarına istatistiki açıdan anlamlı etki edip etmediği ortaya konulmuştur. Bu kapsamda Tobit regresyon modelinden faydalanılmıştır. Bu modelde dönüştürülmüş VZA skoru bağımlı değişken, ülkelerin sağlık sistemlerini finanse etmede benimsedikleri finansman modeli ise bağımsız değişken olarak alınmıştır. Analiz sonuçlarına göre, sağlık sistemi finansmanında benimsenen modelin ne olduğu sağlık sistemi verimliliğine istatistiki açıdan anlamlı etki etmektedir Beveridge Modelini benimsemek sağlık sistemi verimliliğine istatistiki açıdan olumlu etki etmektedir.
This study aims to compare the performance of the health systems of the member and candidate countries to the European Union (EU). In this context, the study followed two-stage analysis methods and in the first phase, data coverage analysis (VZA) was used to determine the performance of healthcare services in the compared countries. In the second phase, it is revealed that the method of financing that the countries use in financing their health systems has a statistically significant impact on the results obtained from the VZA. In this context, Tobit has been benefited from the regression model. The VZA score converted in this model is dependent on the variable, while the financing model adopted by the countries in financing the health systems is taken as an independent variable. According to the results of the analysis, what the model adopted in the financing of the health system has a statistically significant impact on the efficiency of the health system; adopting the Beveridge Model has a statistically positive impact on the efficiency of the health system.
In this study, it is aimed to compare the performance of European Union (EU) members’ and candidate countries’ health systems. In this context, two-step analysis method was used in the study and in the first stage Data Envelopment Analysis (DEA) was used in order to determine the health care performance of the countries. In the second stage, it has been shown that whether the financing method used by the countries to finance health systems has a statistically significant effect on the DEA scores. Tobit regression model was utilized in this context. In this model, the transformed DEA scores was taken as dependent variable, and the financing model adopted by the countries to finance health systems was taken as independent variable. According to the results of the analysis, the model adopted in health system financing has a statistically significant effect on health system efficiency, adopting Beveridge Model has a statistically positive significant on health system efficiency.
