Tanzimat ile beraber oluşmaya başlayan reform çabaları bağlamında ele alınan eski eser anlayışı, Batı ile etkileşim sonucu gelişmeye başlamıştır. Avrupalı araştırmacılar eski eser bakımından zengin Osmanlı coğrafyasını talan etmeye başlamışlardır. Bunun karşısında hazırlanan nizamnamelerle eski eserlerin araştırılması ve yurt dışına çıkarılmasının önünü almak için belirli kaideler getirilmeye çalışılmıştır. Nizamnamelerin bazı hükümlerinin yetersiz olması, uygulamada bazı sorunların yaşanmasına yol açmıştır. Osman Hamdi Bey dönemine kadar bu konuda istenilen aşamaya ulaşılamamıştır. Avrupalı devletler eski eser arama görüntüsü altında Osmanlı üzerindeki menfaatlerini korumaya çalışmışlardır. 1884 tarihli nizamname ile Osmanlı imparatorluğunda eski eser anlayışı ve araştırmaları günümüz anlayışına yakın bir çizgiye ulaşabilmiştir. 89 yıl boyunca Türkiye’deki tek eski eser yasası olarak varlığını sürdürmüştür. Ülke genelinde ortaya çıkarılan eski eserler, İstanbul’a getirilmiş ve Müze-i Hümayun’da sergilenmiştir. Osmanlı, bu alanda kendi ağırlığını hissettirmeye başlamıştır. Cumhuriyet’e intikal eden bu gelişim, günümüz arkeoloji ve müzecilik anlayışının da temelini oluşturmaktadır
The ancient concept of work, addressed in the context of reform efforts that began to form with Tanzimat, began to develop as a result of interaction with the West. European researchers have begun to explore the rich Ottoman geography in terms of ancient works. In this case, it has been tried to bring certain measures to the investigation of the old works and to prevent their expulsion abroad. The fact that some of the provisions are insufficient has led to some problems in the application. Mr. Osman Hamdi has not reached the desired stage in this matter until the time. European states have tried to protect their interests on the Ottoman under the old image of the work search. With the 1884 Nizamname in the Ottoman Empire, ancient work understanding and research was able to reach a line close to today's understanding. For 89 years it has remained the only ancient art law in Turkey. Ancient works revealed throughout the country have been brought to Istanbul and exhibited in the Museum-i Hümayun. He has begun to feel his weight in this area. This development in the Republic constitutes the foundation of today’s archaeology and museum understanding.
