Abstract:

Ekonomik ve sosyal etkileri bakımından oldukça farklı bağlamlarda tartışmalara konu olan neo-liberal küreselleşme, etkili olduğu evreden itibaren hemen tüm ölçeklerde refah politikalarını etkilemiştir. Devlet ölçeğinde yaşanan değişim, refah politikalarının belirlenmesi ve uygulanması bakımından piyasa güçlerine yerel düzeyde geniş alan açarken; yoksul ve emekçi kesimleri büyük oranda piyasa mantığı içerisine hapsetmiştir. Kentsel hizmetleri üreten belediyelerin bu süreçte yeni görevler yüklenmesi ve piyasaların işleyişini kolaylaştıracak bir pozisyona yerleştirilmesi, büyük oranda küreselleşmeyle birlikte gelen ‘yerelleşeme’ vurgusuyla sağlanmıştır. Bu bağlamda neo-liberal politikalarla uyumlu, ‘yerel kalkınma ve sosyal girişimcilik’ sloganlarını kullanan ‘sosyal belediyecilik’ anlayışı, muhafazakar demokrasi geleneğiyle eklemlenerekyaygın yerleşik model olma konumuna sahip olmuştur. Yerel düzeyde neo-liberal politikalara itiraz ekseninde temellenen ve piyasacı hattın karşısında iki ayrı hattın ortaya çıktığı görülmektedir. İlki, ‘piyasalaştırılan kamu hizmetlerini geri alma’ hedefiyle şekillenen ve ‘halkın yerel iktidarı’ olarak tanımlanan ‘toplumcu belediyecilik’, diğeri ise, büyük oranda ‘demokratik özerklik’ paradigmasına yaslanan ‘demokratik komünal ekonomi belediyeciliği’dir. Mali ve idari vesayet altında tutulan, ulusal devletin yerel uzantısı olarak konumlanmış olan yerel yönetim anlayışına itiraza bağlı olarak şekillenen bu son model, halkın katılımıyla oluşacak demokratik yerel meclisleri yerinden yönetimin esaslı bileşeni olarak formüle etmektedir. Bahsedilen modeller içerisinde üçüncü modele yakın bir anlayış benimsediği düşünülen Tunceli Belediyesi’nin emek politikaları ve sosyal politika uygulamaları, alandan izlenimlerle desteklenerek tartışılmaktadır.    Anahtar kelimeler: neoliberal küreselleşme, sosyal belediyecilik, toplumcu belediyecilik, demokratik komünal ekonomi belediyeciliği. CHANGİNG LOCAL TRENDS İN NEO-LİBERAL GLOBALİZATİON PROCESS: TUNCELİ MUNİCİPALİTY İN THE CONTEXT OF LABOUR POLİCY AND SOCİAL POLİCY APPLİCATİONS   ABSTRACT An issue in quite different contexts in terms of its economic and social impacts, neoliberal globalization has affected the welfare policy at all scales from the very stage it is effective. While the changes experienced at the state scale opened large areas for market forces in terms of determining and implementing welfare policies at local scale, these changes trapped the poor and labourers into the market logic. That the municipalities which provide urban services take on new duties and  are positioned in a way to facilitate the functioning of the market has been ensured through the emphasis of “localization” accompanied with globalization. In this context, compatible with neoliberal policies and joining with the conservative democratic tradition, the 'social municipality' approach which uses  the motto of 'local development and social entrepreneurship' has become the most common model. At the local level, based on the appeal against the axis of neoliberal policies, two separate lines seem to have occurred against the market line. The first is “socialist municipality”, which is formed with the objective of “taking back public services opened to market” and  is defined as the “local government of people”, and the other line is “democratic communal economy municipality” which, to a large extent, depends on 'democratic autonomy' paradigm. Formed against the understanding of local government, held under the financial and administrative tutelage, as the local extension of the national state, the latter model formulates the widely participated democratic local councils as the essential component of local government. Labour policy and social policy practices of Tunceli Municipality, which is thought to have adopted an approach close to the third model, are discussed by means of impressions from the field.  Keywords: neoliberal globalization, social municipality, socialist municipality, democratic communal economy municipality
