It is required to reach primarily reliable data for mentioning the problem of glass ceiling in female employees. The purpose of the study is to reveal level of glass ceiling at high-level institutions in Turkey using secondary data. According to results of the study; while ratio of women has exceeded slightly 10% at level ofdeputy, consul general, ambassador, members of SBJP (supreme board of judges and prosecutors), dean, bank's general manager, bank's senior members and bank's branch manager, this ratio is very low at level of governor, deputy governor, district governor, mayor, president, prime minister, minister, undersecretary, speaker, president of the council of higher education, members of the constitutional court and rector
