Despite some risks are stable, some of them appearance and get lost in historical process.There are risks that had sustained and will continue to be existing in; just as unemployment, homelessness, poverty, old age, and so on. However, some of the risks that influence the whole society and being generated in the risk society will affect each individual, inevitably. Nuclear radiation, global warming, environmental pollution, etc., are produced, collectivised and spread to social terrain, even that being globalized by the individuals. The whole risks have been taking on social dimension that produced in the earth. The risks are approached which depends on the facts , lifelong and intergenerational that the classification was done by Neubourg and Weigand. . The risks that seem in the lifecycle because of the globalization effect were got into the international actors who get over their fate. The essential point of the globalization of the social risk is passed down as a heritage. In this context, the solution of the social risk that had been experienced by individuals is not going to be sufficient within the boundaries of the nation and government in our age
