Abstract:

In Turkey ,as well as central government’s social state practises, local governments’ and municiplaties’ variety of scale social welfare and service activities continue .while focus point of social activities carried out by municipalities is the fight againist poverty , together with the diversified problem fields in today’s world,increasings and varieties in social municipality implementations have occurred. One of the last issues included in field of social municipality implementation is the fight againist drug addiction. In this field ,by undertaking a variety of tasks ,a variety of public instutions and non-profit organisations carry out works in the issue of addiction which threaten social security and peace .But that municipalities are included in the process in level of local government is very important in matter of inclusiveness and efficiency. In Turkey ,metropolitan municipalities allocate an important part of their resources to infrastructure projects because the infrastructure problems in many of metropolitan cities haven’t been solved with The Law No 6360 . Social municipality isn’t settled down in these metropolitan municipalities because infrastructure projects takes an important part of their budgets. Therefore ,the sixteen cities which became metropolitan municipality before The Law No 6360 are evaluated and the results are discussed that metropollitan municipalities’ inhibiting and raising awareness activities in the fighting againist drug addiction in these determined cities are enough is seen but that treatment and posttreatment support works aren’t enough is seen clearly. These insufficiencies are directly related to important problem fields of social municipality. Elimination of anadequancy depends on raising financial supplies and qualified staff.
