Eğitim ile ilgili yapılan reformların ve yatırımların etkili olup olmadığını, pek çok ülke katıldıkları uluslararası değerlendirme çalışmalarının sonuçlarına göre tayin etmekte ve yine bu sonuçlara göre eğitim sistemlerine yönelik dönüt sağlamaktadır. OECD üyesi olan Finlandiya ve Türkiye bu ülkeler arasında yer almaktadır. Finlandiya’nın 2000, 2003, 2006,2009, 2012 ve 2015 yıllarında PISA sınavlarında elde ettiği başarı, birçok ülkede ilgi uyandırmış; özellikle Türkiye gibi bu değerlendirme çalışmalarında istenilen başarıyı yakalayamamış ülkeler için Fin eğitim sisteminin başarısının ardındaki nedenlerin araştırılmasını önemli kılmıştır. Bu çalışmada, Finlandiya eğitim sisteminin başarısının temelinde yer aldığı düşünülen okulöncesi eğitim ve öğretmen yetiştirme ve atama sistemlerinin irdelenmesi amaçlanmıştır. Finlandiya eğitim sisteminin, ülkemiz eğitim sistemiyle benzer ve farklı yönleri mevcut olsa da bu çalışmada amaçlanan Finlandiya eğitim modelinin, Türk eğitim sistemi modeline olduğu gibi uyarlanmasının önerilmesi değildir. Çünkü her ülke, kendi bağlamı içerisinde farklı ihtiyaçları karşılamaya çalışırken ülkelerine özgü eğitim politikaları oluşturmak zorundadır; eğitimde anlamlı ölçüde fark yaratan girişimlerin taklit değil ama takip edilmesinin, daha etkili ulusal eğitim politikaların oluşturulmasına katkı sağlayacağı da şüphe götürmemektedir. Nitel araştırma yöntemi kullanılarak yapılan çalışmamızda, PISA 2000, 2003, 2006, 2009, 2012 ve 2015 yıllarındabaşarılı ülkeler arasında yer alan Finlandiya’nın okulöncesi eğitim ile öğretmen yetiştirme ve atama sistemi hakkında bilgi verilecek, başarılarını etkilediği düşünülen etmenler, kapsamlı bir literatür taraması ile sunulacaktır. Ayrıca çalışmamızda, eğitimde istenilen kaliteyi yakalamak ve korumak idealiyle, Türkiye açısından gerekli eğitim politikalarının oluşturulmasında uygulanan politikaları, Finlandiya’ nın uyguladığı politikalarıyla karşılaştırarak Türkiye için önerilerde bulunmayı amaçlanmaktadır.
The reforms and investments in education are determined by the results of the international evaluation work in which many countries participate, and they are redirected to their educational systems according to these results. Finland and Turkey, which are OECD members, are among these countries. Finland’s success in the PISA exams in 2000, 2003, 2006, 2009, 2012 and 2015 has raised interest in many countries; especially for countries such as Turkey that have not achieved the desired success in these evaluation studies, it has made important to investigate the reasons behind the success of the Finnish education system. In this study, the aim is to develop the pre-school education and teaching and appointment systems that are considered to be the basis of the success of the Finnish educational system. Although the Finnish educational system is similar to our country’s educational system and the different aspects are available, the Finnish educational model intended in this study is not recommended to be adapted to the Turkish educational system model. For each country, while trying to meet the different needs within its context, must establish its own educational policies; it does not imitate the initiatives that make a significant difference in education but does not doubt that their follow-up will contribute to the creation of more effective national educational policies. In our work using the Qualitative Research Method, PISA 2000, 2003, 2006, 2009, 2012 and 2015 will provide information about the pre-school education and teacher training and assignment system of Finland, which is located among the countries, the factors that are believed to have affected their achievements, will be presented with a comprehensive literary scan. In our work, the idea of catching and preserving the quality desired in education, the policies implemented in the creation of the necessary educational policies from the point of view of Turkey, in comparison with the policies implemented by Finland, aims to make recommendations for Turkey.
