In order to increase service quality in education, studies on many different subjects are run by the researchers. In addition to this, teachers are expected to reshape their educational lifes as a reflection to these studies. Attitudes of the teachers towards educational researches are crucial in benefitting from these studies. General purpose of these studies are prerequisite professional competency of young teachers and determining quality standards. These studies are expected to contribute, in short term, to teachers and in long term, to teacher training programs. In teacher training programs primary aim is to train teachers that have more qualitative and more scientific view of life. Research was made according to general screening model and quantitative data obtaining tools were used. As quantitative data obtaining tool a Likert type scale named “Competency of Science Teacher and Quality Standards Scale” (CSTQSS) was applied. Sample group of the study consists of 400 newly appointed science teachers. In development of CSTQSS be taken process steps are; designing of Theoretic and Conceptional Substructures, Appeal to Specialists in Their Fields, Making Required Statistical Analysis to Ensure Reliability and Validity and Finalizing Scale. A set of analysis were made during the development of the CSTQSS (Item analysis, exploratory factor analysis, confirmatory factor analysis, reliability coefficient analysis (Cronbach's Alpha), as a result of these analysis; a three-factor structured, consisting of fifty articles and that has a reliability coefficient Cronbach's Alpha result of 0.91, scale was formed. Obtained data were analyzed with SPSS 20.0 and LISREL 8.8 packaged softwares. As the results of conducted analysis, competency of science teacher and quality standards were determined.
