Türkiye’nin Cari Açık Sorunu Üzerine Bir Değerlendirme

Abstract:

Cari işlemler açığı, devletin ek finansmana ihtiyaç duymasının ve / veya özel sektörün tasarruflarını aşan ölçüde yatırım yapmasının bir sonucu olarak ortaya çıkmaktadır. Bazen sadece devletin finansman açığı ya da özel sektörün tasarruf açığı cari işlemler açığına sebep olabilir [ikiz açık]. Bazen de bu iki açık birlikte ortaya çıkarak cari işlemler açığı doğurabilir [üçüz açık]. Bu nedensellik ilişkisi temelinde Türkiye ekonomisi incelenir ise, cari işlemler açığının 1974-2002 döneminde devletin finansman açığından kaynaklandığı görülmektedir. Öte yandan 2003-2015 döneminde cari işlemler hesabında verilen açık, hem devletin hem de özel sektörün finansman açığından kaynaklanmıştır.
