Abstract:

Avrupa Merkez Bankası’nın (ECB) birincil amacı fiyat istikrarını sağlamaktır. Bu nedenle Eurosistem Euro Bölgesi’ndeki genel ekonomi politikalarını, fiyat istikrarı amacına zarar vermediği sürece destekler. Avrupa Merkez Bankası’nın para politikası stratejisi üç unsurdan oluşmaktadır: Fiyat istikrarı amacının kantitatif bir tanımlaması, M3 para stoku için referans değer ilanı ve diğer ekonomik ve finansal göstergelerin geniş tabanlı bir değerlendirmesi. Ayrıca, bu stratejinin maliye politikası desteği bulunmaktadır. ECB’nin para politikası stratejisinde para stoku yönetimi önemli bir yere sahip olmasına rağmen, strateji tek bir teorik görüşe dayanmamaktadır. Aksine, Monetarist, Keynesyen ve Yeni Klasik yaklaşımın pragmatik bir tarzda birleştirildiği görülmektedir.
