Abstract:

Conflict resolution attempts that do not take social traumas and animosity into consideration, and regards counter terrorism only in the context of homeland security operations, deepen social traumas and animosity created by conflict and aggravate the resolution. Problems caused by dominance of security-oriented approaches expedited embracement of multi-dimensional approach in counter terrorism. The obligatory quality of human rights law, necessity of international cooperation, belligerent parties’ search for legitimacy have been among determining factors. In this article, The Panel of the Wise (Akil İnsanlar Heyeti, PoW) which was initiated as a part of the peace process in April 2013 by the Turkish Government is analyzed with the support of similar cases in the world.
