In order to provide marine safety and environmental protection, emergency response time is necessary. In this study, it is aimed that eliminating, decreasing and restricting risk of pollution in the sea in case of emergency. The methodology based on graph theory. The vertices of graph are determined based on regions where the shore facilities and the ports. In the context of portion of Izmir Bay, distance between vertices is measured by safe marine navigation route in nautical miles. Floyd-Warshall shortest path algorithm is applied to measured data and the center vertex is determined. The optimum place of emergency response center can be associated with center of graph.
