The public personnel regime, which was organized in a "statutory" manner in accordance with the Fordist accumulation regime in the 1960s, has now begun to change considerably. The two most fundamental features of the traditional civil service regime are the first time to appoint a centalist understanding (centralized placement based on the center test) and ending the duty (the very heavy disciplinary process) It is aimed at overcoming these two difficulties with the new contracted teaching practice and opening a window similar to private sector employment in the public personnel regime. In this study, the "contracted teaching" application, which will be implemented as an interim step, a trial status, will be analyzed in detail. In this context, the evaluation system designed based on performance and the new dimension of employment based on "performance" and " temporariness" will be tried to be evaluated together with all aspects of the different dimension that will bring public personnel regime.
