Throughout the last few centuries, the process of change in the world has not been able to fully explain the concept of enlightenment and at the end of this process, the process of researching the sources outside of the enlightenment has been entered. The re-discovery of Ibn Khaldun took place in this context. Ibn Khaldun has often come to the forefront with the identity of historian and sociologist. In our article we consider Ibn Khaldun as a civilization theorist. Ibn Khaldun is a new founder of the so-called "Ilm-i Umran". The topic of Umran's identity is the domain of social existence. The most important condition for the societies to become a state is irritable. Non-irrational communities cannot go on the path of nationalization. In this article, starting from Ibn Khaldun's historian personality he will examine the nervous theory and the theories he wrote on the states and the steps that the Ottoman Empire put forward in the way of the apostasy. The roots of the Ottoman State have a long history. The foundation years that corresponded to the turn of events that Ibn Khaldun had lived provide important clues about the state in Mukaddime, the most well known work. Starting fromGazi period, an evaluation will be made about transition period from the emirate to the state during the period of Murat I, transition of the Ottoman State from fetish to hope in the period of Çelebi Mehmet, and transition to the imamate state during the period of II: Murat. The literature review method was used in this study. Although many books and articles have been written about Ibn Khaldun, there is a need for a study that examines the founding period of the Ottoman State within the concept of "hope" that he developed. This work will be tried to be closed with this study.
