In this study, Classical Linear Regression Model is applied to the cross-sectional data of Turkey comprising from 81 cities for the year 2017. It is found that following the acceptance of the conciliator’s offer to aggrieved and perpetrator, elasticity of number of files that is finalized by the conciliation to the 1% increase in Gross Domestic Product, Gross Domestic Product per Person and population is positive. The effect of unemployment to the conciliation number is negative. According to the findings of the study, improvement in the macroeconomic variables has a potential favorable effect over the society’s conciliations. By the development of Turkish economy, it can be claimed that the conciliation institution in the criminal judgement will gain efficiency and there will be a pervasive transition from punitive philosophy of the traditional criminal justice towards victim-oriented restorative justice system that is accepted to be more dynamic.
