The globalisation which gains momentum due to rapid developments in Communication Technologies, also increasing impact on the world steadily offers that to be able to apply the solutions and transfer policies of developed countries which deal with the challenges in tackling similar problems in state-run institutions and its own systems. The Administrative Reform that means the concept of restructuring, began to attract more attention along with the prevelance studies in this area, especially after World War 2, and in the administrative structures of the states that is affected by from each other in a process. In this process, public administrations have been observed the subject of restructuring efforts in the direction of more effective, rational, efficient and sensitive to changing environmental conditions, also delivering a better quality service to the citizens. States that want to modernize their management systems such as Turkey and Malaysia, as a method experience and skills of other states have used as a guiding compass and tracked in the solution to shorten the path This study, From the 1980s to the present day, Turkey and Malaysia’s ongoing administrative reforms in order to develop their mamagerial systems depict in the context of policy transfer as a comperative format.
