Özet:

In some countries, youth is defined as 16-24 years, while in some countries and in international organizations, including Turkey, are considered as youth aged 15-24. Regardless of other factors, considering the young population only, the fact that the young population is large is a big advantage for the countries. As the young population is more dynamic and more creative, it can affect both economic growth and economic development positively. Of course, these people need to be employed in the most suitable areas for them. Otherwise, the opposite effect can occur. Young unemployment is one of the most important problems of both the global economy and the Turkish economy. The young unemployment rate, which represents the ratio of the number of unemployed persons between the ages of 15-24 to the amount of young workers, is quite above the general unemployment rate in Turkey and in the world. While the unemployment rate in the Turkish economy was 10.8% and 11.3% in 2016 and 2017, the young unemployment rate was 19.5% and 20.6% for the same years. In the same period, the total unemployment rate in the world was 5.5% and 5.6%, the young unemployment rate was 12.7% and 13%. The International Labour Organization estimates that the unemployment rate for Turkey in 2021 will be 11.1% and the youth unemployment rate will be 20%. These data clearly reveal the problem of young unemployment in the Turkish economy. Unemployment is an economic problem with both social and psychological costs, and especially because of its social and psychological costs, it is one step ahead of other economic problems. In such a case, the unemployment of young people, the unemployment of these people in the most productive periods of both social and economic negativities aggravate and it is estimated that they will become heavier in the long term. Therefore, both in developing countries and in many developed countries, the problem of young unemployment is primarily an economic and social problem that needs to be solved. Each country needs to determine and implement policies that will enable it to effectively combat young unemployment. Turkey has an important potential for young population compared to many countries. However, the unemployment rate of this population is much higher means that Turkey has not achieved the advantages it can provide from this young population. Therefore, the fight against unemployment is of great importance in terms of the Turkish economy. In this study, the young unemployment problem in the Turkish economy is analyzed in full detail and the solution proposals are presented for the Elimination of this problem.
