The purpose of this study is to evaluate opinions of central organization administrators of Ministry of National Education about the reorganization set in Decree Law No. 652. In this study, qualitative research method and phenomenology design were conducted and an interview form was used to collect. The study group consists of Group Presidents working in Board of Education, General Directorate of European Union and Foreign Relations, General Directorate of Religious Education, General Directorate of Lifelong Learning, General Directorate of Vocational and Technical Education, General Directorate of Secondary Education, General Directorate of Special Education and Guidance Services, General Directorate of Innovation and Education Technologies. Analysis of study results showed that coordination in the service units of the ministry and within the service unit expands horizontally and the leading reasons for change are bureaucracy and cumbersome structure of the ministry. In terms of the implementation that is an important indicator of theory on organizational structure, it can be suggested that both decision makers and implementers determine the effectiveness of the current situation in terms of management processes and enhance it by making developments.
