In this study, strategic planning process at Afyon Kocatepe University is examined. The perception levels of academic and administrative managers in expenditure units of Afyon Kocatepe University are measured in terms of contribution of strategic planning process to university, the importance of strategic planning on university activities, the requirement of participation while doing strategic planning and how mission, vision, goals and objectives of university are perceived. As a result of this analysis, it is founded that perception level of managers towards strategic planning were generally high and significant differences in perceptions of expenditure units’ managers are seen based on units that they are employed, seniority years, education level and whether they involved in strategic planning process or not
