In addition to that Ottoman sultans hold the authority of execution, legislation and jurisdication, they managed the state not in patrimonial way but according to the codes and superiority of law. One of the prominent characteristics of Ottoman state management is the principle of justice. The basic legality of Ottoman sultans is to apply provision in Quran and the sunna. In fact one of the four basic principles of Quran is justice. Therefore, sultans predicated on the superiority of law by reducing themselves to "the state of efrad-ı nas", they considered it as the task of sultan to regard rayah group as the deposit of God, to protect them and not allow anybody to tyrannize. The function of "hall and akd" (encoding and resoving) addigned to the ruler is to ensure relation among the whole citizens fairly. Like in many other issues, the perception of justice was accessed at peak point in the period of Kanuni Sultan Süleyman (Suleyman The Magnificent) in Ottoman State. He was named as "Kanuni" not because he made up new laws but because he made existing laws written down and implemented them very strictly. The traces of justice perception of Kanuni can be pursued in odes written by himself with the pseudonym of Muhibbi, apart from historical events. In this study, in the light of verses obtained by review of Diwan, justice sense and perception of Kanuni Sultan Suleyman who was named with the title of "Kanuni the Magnificent" and left his mark on a century will be exposed
