Özet:

Hussein Hilmi Pasha was born in Lesvos in 1855 and received his education here. His career as a government official began in Lesvos in Tahrirat Kalemi. He worked there for nine years in Lesvos until he got promoted to the Province of Aydın in 1883. Hussein Hilmi at this time met with Namik Kemâl who was held on probation in Lesvos. Namik Kemal's liberal ideas impressed him deeply. Hussein Hilmi Pasha, working at various positions ranging from Inspector General of Rumelia to that of Anatolia. On December 2, 1902, he was promoted from Yemen to the newly established Rumelia (Macedonia) as Inspector General. Staying in this position for six years, Hussein Hilmi Pasha had the most successful and most useful period of his service life at this time. The monastery, including the provinces of Kosovo and the Thessaloniki General Inspectorate of Rumelia, had been established in order to prevent the activities of Bulgaria gangs and to create good governance in Macedonia. The General Inspectorate of Rumelia, starting with Hussein Hilmi Pasha, was an administrative task which ended with him again after the declaration of Constitutional Monarchy II. With this service being a kind of administrative autonomy, Hussein Hilmi Pasha, even though he could not fully stop the chaos in the region, managed to establish a well-functioning administration by preventing destructive activities of other nations. In this study, Huseyin Hilmi Pasha, the Inspector General of Macedonia, the administrative system, its application, and the abolishment of the system will be analysed based on the various records, documents and publications that can be found in the Prime Ministry Ottoman Archives
