Sosyal devlet, devletin, toplumun sosyal refahını maksimize etmek amacıyla müdahalelerde bulunmasını öngören bir devlet modelidir. Kökenleri çok eskilere dayanmasına rağmen, günümüzün gelişmiş batılı sosyal devletleri ancak 19. Yüzyılın sonlarında ortaya çıkmaya başlamışlardır. Tarih boyunca sosyal devletler her zaman tartışılmış, dünyadaki gelişmeler ve özellikle 1970’li yıllarda yaşanan ekonomik krizlerle birlikte sosyal devletten uzaklaşmaya başlanmıştır. Dünyadaki gelişmelerden Türkiye’de paralel olarak etkilenmiştir. 1961 Anayasası ile temeli atılan sosyal devlet 1980’li yıllarla birlikte dönüşüm sürecine girmiştir. Sosyal devletin geleceği bugün hala tartışma konusudur. Bu çalışmada Türkiye’de sosyal devletin gelişimi; geçmişten günümüze ele alınacaktır.
Welfare state is a model of state which stipulates that state should interfere in order to maximize prosperity of society. Although the roots of the welfare states date back to the very early times, today’s developed western welfare states emerged hardly in the late 19. Century. In historical process, welfare states are always discussed, with the advances in the world and especially the economic crisis in the 1970s, the growth of the welfare state stopped and regression from the welfare state started Turkey has also been influenced by these developments in the world in parallel. Welfare state, which was founded by the 1961 Turkish Constitution, began to the conversion process in the 1980s. The future of welfare state is still a matter of discussion. In this study, development of the welfare state in Turkey are going to be evaluated from past to present.
