The change of the perception of the human beings has led to a change in human resources management. The necessity of transition from personal management to human resource management and from human resource management to improvement of human source management. It is the natural result of seeing the human being not just as a device that is producing, but as an individual who has humanistic feelings like putting his/her emotions to his/her job, as a whole in both work and private life. It has been put forward that personal management and human resource management must go beyond from just an understanding, and it must be improved and thought as a need for humanity. organizations which are aware of the process of human resource improvement and how it proceeds both in theorical and practice, aim to improve their human resources through procedures which are named under different names such as in service training, pre-service training and improvement both on and off duty. This study aimed to put forward primary and secondary school managers’ view and their expectations in service training and professional development. Due to this ten schools managers- five of them working in primary schools and the other in secondary schools- working in K.Maraş participated in this study. Data were gathered through a questionnaire which consists ten open-ended questions with semi-structured meeting forms. Qualitative research methods were used at this study. Both primary and secondary school administrators’ point out due to the development of management and administrators training should be held periodical. The view of primary and secondary school administrators’ on inservice training and professional development show consistence with the literature. Another result drawn from the study is that primary and secondary school administrators’ view overlap about In-service Training and Professional Development. Also, the result that primary and secondary school administrators’ need more training on human relations than on professional proficiency is obtained from this study
