Abstract:

Turkish communities throughout history, many states have established in Turkestan and various places in Europe with names like Hun, Tabgaç, Göktük, Uygur, Eftalit, Hazar, Avar. Founding organizations of the concept is of great importance for this survival of the state and the longevity of some of these states. On the basis of this organization has been at the forefront that discipline, unity and solidarity. Toy assembly which survived from the reign of Asian Hun ruler Mete, the foundations of unity and solidarity among the Turks go to shows that are very old. In this study, will be discussed that developments in the parliamentary concept which of the pre-Islamic periods have an important place in the Turkish State. As a priority, will be reviewed in this structure, the meaning of the word as referred to by different names such as toy, kengeş council, congress. Later on such as the Huns, Gokturks, Uighurs established before Islam in the Turkish state will be examined the location of this structure, functioning and social life.
