İkinci Dünya Savaşı bütün dünyada olduğu gibi Türkiye’de de turizm faaliyetlerini sekteye uğratmıştır. Savaşa fiili olarak girmemekle birlikte her an girebilme tehlikesiyle karşı karşıya kalan Türkiye’de söz konusu süreçte alınan askerî tedbirlerin yanı sıra idarî, siyasî ve iktisadî politikalar da savaş koşullarına göre belirlenmiş, sosyal hayat da benzer şekilde savaşın yakın etkisi altında kalmış- tır. Savaş sonrasında ise Sovyetler Birliği’nin Anadolu üzerindeki emelleri ülkeyi tedirgin etmeye devam etmiştir. Bu olumsuz şartlara rağmen Türkiye’de turizm ülkenin iktisadî gelişimine, diğer ülkelerle iletişim ve etkileşiminin artmasına ve tanıtımına sağlayabileceği katkılar nedeniyle gündemdeki yerini korumuştur. Ancak savaş koşulları içinde iyice belirginleşen ulaştırma faaliyetleri ve vasıtalarındaki eksiklikler, konaklama tesislerindeki yetersizlikler, pasaport, vize, gümrük ve ikamet işlemlerindeki kısıtlamalar, turizm eğitimi, tarihî eserlerin korunması ve müzecilik anlayışındaki zafiyetler, çarpık şehirleşme ve hayat pahalılığı gibi sorunlar savaş sonrasında ülkedeki turizm faaliyetlerinin gelişme göstermesini engelleyen etkenler arasında yer almıştır. Bu çalışmada, Türkiye’nin idarî, siyasî, sosyal ve iktisadî yapısında önemli de- ğişiklere yol açan İkinci Dünya Savaşı’nın sonrasında ülkenin turizm alanındaki durumu tespit edilerek, ülkede turizmin gelişmesini ve turistik faaliyetleri olumsuz yönde etkileyen etkenler ele alınmıştır. Çalışma kapsamında ülkedeki turizm altyapısı ve sorunları tarihî bağlamında değerlendirilmiş, bu suretle turizm tarihî alanındaki mevcut çalışmalara katkı sağlamak, yapılacak yeni çalışmalara da ışık tutmak amaçlanmıştır.
The Second World War has led to tourism activities throughout the world, as well as in Turkey. In Turkey, which is faced with the danger of entering the war at any moment, the military measures taken in the process, as well as the administrative, political and economic policies are determined according to war conditions, and social life is similarly under the close influence of the war. After the war, the Soviet emissions on Anadolu continued to annoy the country. Despite these negative conditions, tourism in Turkey has retained its place on the agenda because of its contribution to the country’s economic development, the increase in communication and interaction with other countries and the promotion of it. But the shortcomings in the transport activities and through them that were clearly manifested in war conditions, the shortcomings in the accommodation facilities, the restrictions in passports, visas, customs and residence processes, the tourism education, the conservation of historical works and the weak understanding of museums, the broken urbanization and the cost of life were among the factors that prevent the development of tourism activities in the country after the war. In this study, the situation in the tourism area of the country after the Second World War, which led to significant changes in the administrative, political, social and economic structure of Turkey, was identified, and the factors that negatively influenced the development of tourism in the country and tourism activities were addressed. In the framework of the study, the tourism infrastructure and problems in the country have been evaluated in the historical context, thus contributing to the existing work in the tourism historical field, the aim is to keep light on the new work to be done.
