Zirai ekonomi Osmanlı ekonomisinin temel yapısını oluşturuyordu. Tımar sistemi ise zirai ekonominin dolayısıyla Osmanlı ekonomisinin temelidir. Bu sistem sayesinde teknolojiye ayak uydurmamasına rağmen ülkedeki yüksek tarımsal üretim için gerekli ortam sağlanmıştı. Tarımsal arazide devlet mülkiyeti(rekabe) esas kabul edilirdi. Önceden tespit edilmiş optimum toprak büyüklüklerinin bozulmamasına dikkat edilirdi. Üreticinin(Reayanın) tasarrufundaki arazi geçim kaynağını rahatlıkla sağlayacak kadardı. Osmanlının son döneminde merkezi otoritenin bozulmasıyla birlikte mahalli güçler tarım kesimi üzerinde etkili olmaya başlamış ve büyük mülk sahipliği ortaya çıkmıştır. M.Kemal Atatürk’ünbüyük özlemlerinden biri Osmanlı’dan devralınan bu dengesizliğin değiştirilmesiydi. Yapılan çalışmalarda kısmen başarı sağlanmışsa da istenen sonuca varılamamıştır. Yasalardaki boşluklar ve büyük mülk sahiplerinin politik kararları etkileyecek gücü ellerinde bulundurmaları, bu yapının değişmesini engellemiştir.
The Zirai economy formed the basic structure of the Ottoman economy. The system is the basis of the Ottoman economy because of the zirai economy. Though this system did not fit the technology, the environment needed for high agricultural production in the country was provided. State property in agricultural land was accepted. It was observed that the optimum soil size previously identified was not deteriorated. The land of the producer (Reayan) will save the resource of survival easily. In the last period of the Ottoman, with the disruption of the central authority, local powers began to become influential on the agricultural section and great ownership appeared. One of the great desires of M.Kemal Atatürk was the change of this imbalance taken over by the Ottoman. Although the work was successful, the desired result was not achieved. The emptiness in the laws and the power of the big owners to influence political decisions have prevented this structure from changing.
