1982 yılının ortalarına kadar öğretmen yetiştiren ve istihdam eden Milli Eğitim Bakanlığı idi. 20 Temmuz 1982 tarihinde çıkan 41 sayılı Yüksek Öğretim Kurumları Teşkilatı Hakkında Kanun Hükmünde Kararname ile öğretmen yetiştiren bütün yüksek öğretim kurumları üniversitelere devredilerek, öğretmen yetiştirme işi yeni bir yapı ve statüye kavuşturulmuştur. Bu yeni sistemde, ilköğretime öğretmen yetiştiren Eğitim Enstitüleri Eğitim Yüksek Okulu; genel ve mesleki ortaöğretime öğretmen yetiştiren Yüksek Öğretmen Okulları Eğitim Fakültesi; Kız Teknik Yüksek Öğretmen Okulu, Ticaret Turizm Yüksek Öğretmen Okulu ve Endüstriyel Sanatlar Yüksek Öğretmen Okulu Mesleki Eğitim Fakültesi; Teknik Yüksek Öğretmen Okulları Teknik Eğitim Fakültesi; Yüksek İslam Enstitüleri İlahiyat Fakültesi adıyla yeniden teşkilatlandırılmışlardır. Bundan böyle öğretmeni üniversite yetiştirmekte, Milli Eğitim Bakanlığı istihdam etmektedir. 25 Temmuz 1982 yılında iki yıllık Eğitim Enstitüler "Eğitim Yüksek Okulu" adıyla üniversite çatısı altına alınmıştır. 23.5.1989 tarihinde, Yüksek Öğretim Kurulu kararıyla iki yıllık Eğitim Yüksek Okullarının öğrenim süresi 1989-90 öğretim yılından itibaren 4 yıla çıkarılmış ve daha sonra da 3.7.1992 tarihinde Eğitim Fakültelerinin Sınıf Öğretmenliği Bölümü haline getirilmişlerdir. MEB tarafından, 1996 yılında toplam sınıf öğretmeni ihtiyacı 22.075 olarak belirtilirken üniversitelerden mezun olan sınıf öğretmeni sayısı 3.910 seviyesinde kalmıştır. MEB bu açığı kapatmak için liseye branş öğretmeni olarak yetişen üniversite mezunlarını ve diğer fakülte (veteriner, ziraat, hukuk, siyasal, fen fakültesi vb.) mezunlarını sınıf öğretmeni olarak atanması gibi pedagojik yönden uygun olmayan alternatif önlemler almaya başlamıştır

The Law No. 41 on the Organization of Higher Education Institutions issued on July 20, 1982, with the Charter of the Law on the Organization of Higher Education Institutions, all higher education institutions that educate teachers were transferred to universities, the work of educating teachers was brought to a new structure and status. He began to take alternative measures that were not pedagogically appropriate, such as appointing his graduates as class teachers.
