Abstract:

Organize Sanayi Bölgeleri (OSB’ler), 1960’ların başından itibaren Türkiye’nin bölgesel kalkınma politikasında önemli bir araç konumundadır. Bu çalışmada, OSB’lerin bölgesel kalkınmadaki etkileri teorik ve ampirik olarak değerlendirilmektedir. İlk olarak; Türkiye’de bölgesel kalkınma politikası araçları üzerinde durulmuş, bunların içinde OSB’lere özel yer verilmiştir. OSB-bölgesel kalkınma ilişkisi bağlamında, Isparta Süleyman Demirel Organize Sanayi Bölgesi üzerine bir uygulama gerçekleştirilmiştir. Sonuçlar göstermektedir ki; Isparta OSB’nin bölgesel kalkınmadaki fonksiyonu etkin bir şekilde değerlendirilememektedir.
