As well as the magnitude of the physical capital, the quality of the human capital has a significant effect on the economic development of countries. One of the most important factor that determines the quality of the human capital is education. Education contributes considerably to economic growth and development through high quality human capital. The Turkish educational system has qualitative and quantitative problems both at the higher education level and at pre-higher education levels. Unless rational solutions are generated to the chronic problems of the education, it dosen’t seem possible to achieve a sustainable development in Turkey.
