Under the WTO Agreement on Textiles and Clothing (ATC), all textile and clothing quotas will be eliminated on January 1, 2005. To what extend the Turkish textile and clothing industries can sustain competitiveness under these new conditions become an important issue. It is necessary to determine the factors that affect the competitiveness of these industries in order to state how they can sustain their competitiveness. The purpose of our study is to determine the factors that affect competitiveness of textile and apparel industries, and to determine the necessary precautions to achieve sustainable competitiveness in textile and apparel industries. The factors that affect sustainable competitiveness in textile and apparel industries are technology level, research and development efforts, cost of production, productivity, vocational education, government incentives, providing production diversity, infrastructure and proximity to markets. To determine the importance of these factors, a questionnaire has been sent to textile and apparel firms in Kayseri. According to results of the questionnaire, the most important factors that affect competitiveness in textile and apparel industries are cost of energy, marketing and cost of raw materials.
