Political, administrative and socio-economic structures of countries have been markedly affected by information and communication technologies (ICT) in recent years. The concepts of “e-government” and “e-democracy” have also drawn attention in the last ten years. This paper investigates the ICT practices in the Turkish Grand National Assembly (TGNA) by explaining how far the TGNA’s e-government efforts have gone, at what level now TGNA stands in the e-democracy process, what similarities and differences can be identified between TGNA and other developed countries’ parliaments about applying ICTs. In order to achieve these aims, TGNA’s Web site was analyzed and the TGNA’s Information Processing Centre was visited. In this paper, not only TGNA’s representation function (e-democracy) is examined, but also legislative, policy-making and oversight functions as they relate to ICT use are explained.
