One of the important problems since the 1950s in Turkey is the cultural problems which can be seen in the lives of people who migrated to cities and could not achieve to gain an urban life style. As a result of modernization process in the rural production following the Marshall Aid in 1948, migration flows from rural areas to cities increased dramatically making the receiving cities unable to handle the population increase. The inability of migration receiving cities to absorb newcomers in employment is the main reason for the problems that have been mentioned frequently in the Turkish urbanization literature. In this paper, why people who migrated to cities and stayed long enough in cities could not transform themselves according to city values and norms are discussed.
