Abstract:

Abstract Especially in the last two decades the world has been in a process of changes and transformation. These changes and transformation include the globalization process and the rapid progress and widespread adoption of information technologies and the globalization trends blooming as reaction in the world. It is possible to see the effects of this change and transformation process within the non-ethical behaviors approach as well. In this context, in most countries, restructuring works to form basis of ethical codes in public administration have been initiated. In this context, the ideas of ethical thought model practices frame this process. Frame which contains local governance reforms in local-central should be explicated for ethical approaches.
