Planning has been accepted as a basic and common function of administration for a long time. However, it may be considered to have an exceptional instrumental character under public administration practices in disciplinary sense. That is to legitimize the formal economic ideology of the government. In this respect, the purpose of planning is very important. Planning is likely to be an instrument of government to dominate and to control the whole economy whereas it is also possible for it to be an instrument of a minimalist government system to regulate the economy. This study aims at examining the given dilemma in the context of Turkish case.
