Abstract In this study, the development of the European Union's security perception and its current status in the post-cold war era is analyzed. The main questions of the research are "Is there a common European Security Identity; if there is one, what are the main characteristics of that security identity. These questions tried to be answered in four phases. Firstly, the conceptual framework of the change in European Security identity was drawn. The change from Westphalia model, which is assumed as an anarchical one, to a new and different model which has dissimilar concerns and objectives, and the conceptual arguments of the new security understanding are evaluated at this phase. Secondly, by which trends have the European Security perception been altered is assessed. Here, two distinctive conceptions appeared: one of them was the member states which defend use of force as a means and the members which avoid using force as possible as it can be. In the second phase, whether the conflict and affords of compromise have generated a common understanding of security in the EU was discussed. Thirdly, after all these developments, the actual existence of a common European Security identity was debated. This debate was based on the European Council document of "European Security Strategy" which is the most comprehensive one in the EU. At the last phase, how the common European security identity is practiced tried to be explained by an example. The European Neighborhood Policy was chosen as the case in this section. It was argued that the means and objectives of this policy gives some significant clues about European Security Identity. Key Words: European Union, Security, Identity, European Neighbourhood Policy
