The practice of subcontracting in working life means implementation of labor or services on behalf of the real employer. Emerging depending on the practice of subcontracting, subcontracting labor is a sort of employment getting fairly common in the public sector of present-day Turkey. The main purpose of this study is to point out the problems caused by the practice of subcontracting in the public sector and the expectations of the laborers against these problems. In order to reach this purpose, a survey of face to face interview has been conducted among 400 subcontractors working in the public institutions located in the city centre of Adiyaman. According to the field research findings, not being permanent members of staff, lowness of wages, late payment, over working, discrimination and the issue of use of annual leave are among the major problems that subcontracted workers face up. The problems experienced by the subcontractors, the significant rate of whom is made up of high school and university graduates, increase the discontent with work. Therefore, the majority of the laborers have a negative attitude towards the practice of subcontracting which they think leads to substantial restrictions on their rights and also demand union rights and severance pay
