With the implementation of neo-liberal and global policies, not only economic problems but also social issues are being spread in societies. The argument is that the state is primarily responsible for the increasing social issues and private organizations and non government organizations in a supporting role. In addition to the importance of central administrations in struggling with social problems, it is also pointed out that local administrations are essential in order to get the policies correct. In this sense, local administrations are becoming more important in order to deal with social issues. Social entrepreneurship, which means fighting social problems at the local level, is somewhat popular in the municipalities' own implementations and in the encouraging of the private sector and civil society organizations by municipalities
