Abstract:

Social policies aim to protect and care against the problems of free market economy and make to people more productive in a country. With this aim, states endeavor for more healthy and productive generations by preparing laws and establishing institutions. Thus, some services such as health, education, unemployment insurance and social security services are planned and implemented by governments. Today, all of these services or some of them are offered by governments as well as non government organizations. Despite of legal and institutional developments, some part of society can't reach to the social policy services due to the increasing population, cost pressures, decreasing tax incomes and demographic changes and finally they become socially excluded. In addition to that, there are some ethical and moral problems in today's world. That is, the source of the existing problems which require social policies is seen the negligence of these ethical and moral values and traditions of societies. The customs of Ahi Organization inherited from Seljuks. Although Ahi Organization is known as a trade organization, it became an important element in order to reach a societal peace. Today the most required thing for a society is social peace which was provided by the contribution of the implementations of Ahi Organizations in the past. Ahi Organizations contributed to the inclusion of the people, who were socially and economically excluded from other classes of the society, by offering vocational education (on site and off the job education), social security applications and training for ethical and moral values. With this study, it is going to be evaluated that how Ahi Organizations' implementations, which was very important in Turkey's history, can be used as an element for the inclusion of the people who are excluded from economically and socially in today
