Afgan devletinin üzerinde yükseldiği topraklar, geçmişte Saka, Yüe-çi, Kuşan, Akhun (/Eftalit), Gazneli, Selçuklu, Harizmşah, İlhanlı, Timurlu, Baburlu, Safevî ve Afşarlı gibi pek çok Türk boy ve devletine vatan olduğundan, bölgede Türk hâkimiyeti kesintiye uğramadan Abdalîler (/Dürrani) dönemine kadar ulaşmıştı. O sebeple Herat, Kandahar, Gazne, Kâbil gibi önemli vilâyetlerde Türk nüfusu ve nüfûzu hiçbir zaman eksik olmamış, siyasî üstünlük sayesinde kültürel devamlılık da kesintiye uğramadan sürmüştü. XVIII. yüzyılın ortalarına doğru İran ve Hindistan’daki siyasî gelişmeler neticesinde meydana gelen otorite boşluğundan faydalanan Afgan aşiretleri bir araya gelerek Kandahar’da yeni bir devlet kurdular. Ahmed Şah Abdalî liderliğinde kurulan bu yeni siyasî güç, kısa sürede sınırlarını batıda Horasan’dan, güneydoğuda Dekken yaylasına kadar genişletti. Ahmed Şah’ın 1747’de kurduğu bu devlet, coğrafyaya atfen “Afgan Devleti ya da Afganistan” olarak tarihe geçmiştir. Oysa hem kurucu boyların menşei, hem de hâkimiyet alametleriyle devlet idaresinde kullanılan idarî ve askerî ünvanlar, bu devletin kendinden önceki Türk devletlerinin bir devamı olduğunu ve Türk kültürünün yeni kurulan bu devlet üzerinde çok önemli tesirler yaptığını göstermektedir
