Abstract:

In a world where the local policy begins to strengthen, Turkey also has a number of legal arrangements aimed at strengthening the local governments. Therefore, the municipalities in the center of local politics are a subject of research that is especially worth examining with the extent of democracy and its participation in decisions. Political parties that have an influence in local politics, the mayor, the municipal council, the municipal council, the provincial NGOs, the city council, the neighborhood council and the central administration are actors who can influence the decisions taken in the municipal council at different levels. Some of these actors can be in front of others. For example, in some municipal councils, the mayor can directly influence decisions by showing his influence on parliamentary decisions due to the characteristics of political leadership or political approaches, while in some cases the political party leaders in the province can be influential by using the fields of influence on the members of the municipal councils. In this study, the political representative of the local people and the processes operated when making the decisions of the members of the municipal council were assessed and the decision-making of the members of the council was attempted to reveal how independent they remained or which actors were influenced by shaping their decisions.
