Afetler modern siyasal sistemler ve idari mekanizmalara için hızla ve doğru yöntemlerle tepki verilmesi gereken krizlerdir. Bu anlamda her felaket devletin ve yönetsel seçkinlerin meşruluğunun sınanmasıdır. Aynı zamanda her afet, birey ya da grup düzeyinde yeniden yorumlanan, hatta kurgulanan toplumsal gerçekliklere dönüşür. Aktörler, gereksinimleri ya da amaçları doğrultusunda olayı yeniden tanımlayarak 1999 Marmara Depremleri (Türkiye) örneğinde olduğu gibi kamusal alanda hareket alanlarını genişletmek, meşruluk kazanmak ya da meşruluklarını sağlamlaştırmak, siyasal taleplerini dile getirmek için, kriz ortamından yararlanmak isteyebilirler. Bu çalışmada afetin siyasal ve toplumsal olarak nasıl kullanım görebileceğini 17 Ağustos 1999 depremleri sonrası Türkiye bağlamını ve Türk basınındaki söylemleri inceleyerek örneklemeye çalışacağız.
Disasters are crises that modern political systems and administrative mechanisms need to be responded quickly and correctly. In this sense, every catastrophe is the examination of the legitimacy of the state and government eligible. At the same time, every catastrophe becomes a social reality that is reinterpreted or even established at the individual or group level. Actors may wish to re-definit the event according to their needs or purposes, as in the example of the 1999 Marmara earthquakes (Turkey), to expand their spaces of movement in the public area, to gain legitimacy or to strengthen their legitimacy, to express their political demands, to take advantage of the crisis environment. In this study we will try to see how the catastrophe can be used politically and socially by examining the context of Turkey after the earthquakes of 17 August 1999 and the statements in the Turkish press.
