Bu çalışmada, Muş ili örneğinde Kalkınma Bakanlığı tarafından desteklenen projelerin, temel toplumsal sorunların giderilmesindeki rolü değerlendirilmiştir. Muş ilinin seçilmesinin nedeni, Kalkınma Bakanlığı ve TÜİK tarafından hazırlanan sosyo-ekonomik gelişmişlik sıralaması endeksi verilerine göre, ilin Türkiye’de 81 il arasında son sıralarda yer alıyor olmasıdır. Bu çerçevede, proje uygulayıcısı ve proje yararlanıcısı konumunda olan kişilerle görüşülmüştür. Kalkınma projelerini uygulayan kurum çalışanları ile proje yararlanıcılarının, uygulanmakta olan kalkınma projeleriyle ilgili görüşleri değerlendirilmiştir. Araştırma sonucunda elde edilen verilerden hareketle, SODES ve DAKA tarafından yürütülen kalkınma projelerinin ilin ve bölgenin yapısal sorunlarının çözülmesindeki katkısının oldukça düşük olduğu görülmüştür. Araştırma sürecinde görüşülen bireylerin çoğunluğunun kalkınma politikaları ve projeleri konusunda olumsuz birtakım tutumlara sahip oldukları gözlemlenmiştir. Bu bağlamda, kalkınmayla ilgili politika ve kurumların yeniden düzenlenmesi gerektiği sonucuna varılmıştır.
