Abstract İslam, salt akide veya salt ahlaki ilkeler ve ibadetler düzeni değil, bunun yanı sıra insan ve toplum hayatını ilgilendiren konularda da hükümler koyan bir dindir. Bu durumun bir yansıması da devletler hukuku alanında görülmektedir. Öyle ki, İslam hukukunun ilk tedvininden itibaren, hukukun diğer şubeleriyle beraber devletler hukukuna ait esasların da, Batılı hukukçulardan tam sekiz asır önce tespit edildiğini ve hatta hukuku ilgilendiren ilk müstakil eserlerin bu alanda verildiğini biliyoruz.
Abstract Islam is a religion that does not lay down purely acide or purely moral principles and worship arrangements, but is also a religion that puts rulings on matters concerning human and community life. This situation is also reflected in the state law. So, from the first treatment of Islamic law, we know that the principles of state law, along with the other branches of law, were identified eight centuries ago by Western lawyers, and even the first special works concerning law were given in this field.
