Abstract:

Abstract Araştırmada, ölçüm araçlarının tutarlı olarak belediye hizmetlerinden memnuniyeti ve başarıyı ölçüp ölçmediği iç tutarlılık katsayısı olan Cronbach  belirlenmiştir. Ölçüm araçlarının memnuniyet ve başarı açısından hedef kitlenin algıları doğrultusunda asal bileşenler yönetimi ile önemleri belirlenmiştir. Hedef kitlenin genel memnuniyetini etkileyen unsurların (kamu hizmetlerinin) neler olduğu korelasyon ve çoklu regresyon modeli oluşturularak saptanmıştır. Kamu hizmetlerinden genel memnuniyet, belediye başkanının başarısı, halkla ilişkiler bölümünün başarısı ile hedef kitlenin özellikleri arasındaki ilişkiler, hedef kitledeki özelliklerin ölçek seviyelerinin farklılıkları nedeniyle farklı ilişki katsayıları ile belirlenmiştir. Nominal (sınıflayıcı) ölçek seviyesindeki hedef kitle özellikleri için Cramer V katsayısı, interval (aralıklı) ölçek seviyesindeki hedef kitle özellikleri içinse Pearson’ın Korelasyon katsayısı kullanılmıştır.  Çalışmada yerel yönetimlerde belediye başarısını ve genel memnuniyeti etkileyenönemli unsur olarak “belediyenin sorunlara çözüm üretmesi” olduğu bulunmuştur.- In the study consistency of measurements means with success and satisfaction of municipal services Cronbach's coefficient is determined as an internal consistency coefficient. In accordance with the target group's perception, importance of the measurement tools in terms of satisfaction and success are determined by principal components method.  The factors that affect the overall satisfaction of the target group have been determined by multiple regression and correlation models. Overall satisfaction, the success of the mayor, relationship between the successes of the public relations department with the properties of the target group's is determined by different relation coefficient because of differences in scale levels of the features in the target group. In this study it has reached as a most important factor which effects the municipality’s success and general satisfaction of citizens “solving the problems of citizens”.
