Abstract Özet: İklim değişikliği nedeniyle dünyanın her yerinde meydana gelen doğal afetlerin şiddeti ve yarattığı hasarlar zamanla artmaktadır. Doğal afetler sonucunda karşılaşılabilecek risklerden korunmanıniyi yolu sigorta sektörünün güçlendirilmesidir. Çünkü doğal afetler önceden tahmin edilemediği için bu risklerden arınmak mümkün değildir. Afetlerin hasar boyutu gittikçe büyümekte ve bu sigorta ve reasürans şirketleri için risk oluşturmaktadır. Dolayısıyla sigorta sektörünün bu riski transfer etmesi gerekecektir. Bu çalışmada Türkiye’deki yangın ve doğal afet sigortası prim tutarlarının ve hasar prim oranlarının gelişimi, 1986 – 2009 yılları arasındaki yangın ve doğal afet sigortası prim tutarlarından ve hasar prim oranlarından oluşan zaman serisi ele alınarak incelenmiştir. 2011 yılı için yangın ve doğal afet sigortası prim tutarı tahmini Pegels’in üstel düzeltme tekniği ile yapılmış ve % 95 güven aralığı ile hasar prim oranları için güven aralığı hesaplanmıştır. Abstract: Because of climate change, natural disasters occurring all over the world and their compound effects are increasing day by day. The best way of being protected from the possible risks that stem from natural disasters is to empower the insurance sector. Since the natural disasters are not predictable, it is impossible to break free of those risks. The size of damage of disasters is increasing and this constitutes a great deal of risk for insurance and reinsurance companies. As a consequence, the insurance sector should transfer this risk. In this article, the development of insurance premiums of fire and natural disaster and damage premium amounts, are being examined by considering the time series of insurance premiums of fire and natural disaster and rates of damage premiums between the years of 1986-2009. For the year 2011, the estimate of fire and natural disaster and rates of damage premium, are being estimated by Pegel’s exponential smoothing method and the confidence intervals for the damage premium amounts are being computed with 95%.
